Ms. Shoeshoe Qhu
serves as the Chief Executive Officer of the Media Development and Diversity Agency (MDDA). She is an experienced media executive and advocate for media freedom, access, and transformation.
Ms. Qhu has an extensive background in communications and media strategy, with a track record of championing initiatives that expand opportunities for community media outlets and promote inclusive storytelling. Under her leadership, the MDDA has continued its mandate to support community radio stations, local newspapers, and digital media projects that give voice to South Africa’s diverse communities.
Ms. Qhu is passionate about empowering emerging media practitioners, strengthening local content production, and ensuring that the media landscape reflects the full spectrum of South African society.

The Media Development and Diversity Agency (MDDA)
is a statutory body established in 2003 by the South African government to promote media development and ensure media diversity in the country. Its mission is to support and encourage access to a diverse, vibrant media landscape—especially for historically disadvantaged communities.
The MDDA provides financial and technical support to community and small commercial media projects, focusing on:
• Expanding access to media for underserved communities,
• Supporting grassroots journalism,
• Promoting a diversity of voices in print, broadcast, and digital platforms,
• Empowering marginalized groups through information and participation in public discourse.
The agency plays a crucial role in strengthening democracy by ensuring that all South Africans, regardless of income or location, have access to relevant and representative media.
