More than 100 people are dead after an attack on a Moscow concert hall on Friday. The Islamic State group, or IS, has taken credit for the attack, but Russian president, Vladimir Putin, is keen on blaming the West. Colleen Bell, an associate professor at the University of Saskatchewan with expertise in international relations and the politics of security, joins guest host, Tamara Cherry, to discuss the situation.
